She is a Kai. The Kais are so cool! This character was inspired by Ayame's wonerful Kaioshin site, and kinda evolved from a picture of a girl I drew a while ago. I kept the girl's colour scheme but redesigned her outfit and voila ("there it is," for all you non-French speakers out there!!) - I had a Kai!
