Dib accepts the fact that he's in the company of a grade-A looneycake, then the scene cuts to ANIME! ... or is it?

The city street background there dates back to 1997, as do the three anime-styled characters. They (Daiten, Osume, and Vic the chicken-haired boy) were all characters for a comic that I started a little on, then realised was stupid and abandoned.
