Despite previous confrontations with the Manchus in the mid-1700s that culminated in the annexation of Outer Manchuria, Japan did not pursue further conquests until the late 1800s. By this time, the Council of Regents, Japan's practical government, was dominated by chairmen of the four major corporate conglomerates (the zaibatsu) who drove foreign policy to self-serving ends in contempt of the Reunion of Daimyō and possibly, it was implied, the Imperial Regent himself. Manchuria was invaded in 1894, with Sumitomo achieving monopoly control of the region's mineral resources. As of the game's start in 1931, it was the third-richest Region, with the Manchus constituting the second-largest minority population in the empire.
