On the far side of the tetrarchy, this last bulwark of the Empire before the endless mountains protects trade and surrounding villages. Far away from their tetrarch, the local baron and his family rule with an iron fist and make sure that the inhabitants of the barony pay dearly for the protection from the dangers coming from the mountains. This song would make a fitting theme for the fortress-city, it has the mood I'd imagine, exotic fantasy-ish with a vaguely threatening undertone: https://www.youtube.com/watch?v=DfgEWLorBmA
